Ammo to san francisco

So I know that most shops won't ship ammo to SF, but sometimes I hear stories that they got ammo shipped

is it actually illegal?

Also does it matter if its a private seller or shop shipping ammo?

The way the law is worded makes it unclear whether it is a violation of San Francisco law for an out of town seller to ship ammo to San Francisco. Many vendors take the cautious approach and refuse to ship ammo here. There is definitely nothing illegal about receiving ammo in San Francisco though. The restrictions are only on the vendor.
