Mary lives in California and Opel lives in Arkansas. If Opel had a handgun that is not on the roster and wanted to ship it to Mary through an FFL, it does not need to be on the roster?

Ok, my mistake. Cant do siblings. Opel to Mom in CA, then to Mary? -
I believe so. Opel's FFL in Arkansas can sent it to her mom's FFL in California as an interfamilial transfer. Then Opel and Mary's mom in California can then give it as a gift to Mary.

You better check with the receiving ffl in California. My understanding is that there is no restrictions on how much they can charge for the transfer.
I was thinking about doing the same thing with my father a wile back, but the only dealer I found in the area that would do it wanted $100 plus dros.Comment
