Roster Question

I was under the impression that single action revolvers were exempt,
yet I see that the NAA .22 LR is on the roster. Is it just the barrel length
that makes it 'unsafe' ?

Guns not on the Roster are not "unsafe". Guns on the Roster are not "safe", they're "not unsafe".

SA revolvers are exempt from the Roster if they meet some criteria, noted here.
