I'm 20 and I want to get a handgun, My plan was to ask my mother to buy me a handgun and transfer it to me which is the only legal way. Now my mother lives out of state. Is there any way I can still get a handgun or am I screwed until I'm 21.

Your mother can buy one out of state and still transfer it to you, the law just says that it has to be a parent to child transfer, it doesn't say you both have to be in the state. Just make sure your mags and the gun itself are legal here (10 rounds max and on the California legal list).Comment

Ok, in all honesty I do not know how it works when the parent lives out of state. I believe she would have to be in your presence to give it to you (I don't think she can send it to you) and it has to comply with both state laws and federal law. I believe there is nothing federally stopping you, and most states won't stop a parent child transfer. So I BELIEVE that if she comes and sees you with the gun, she can gift it to you and then you would have to register it with the DOJ using that intrafamily transfer registration sheet. Again I do not know for sure, but I believe that is the case.
As for the straw purchase, that is when someone buys a firearm for someone who can not legally own one. So if You had three handguns you wanted to purchase, and you and two friends purchased them, and then you PPT the two guns from your friends to you it would be legal (although fishy and shouldn't be done unless necessary). Now if your father was a felon and you purchased a rifle and gave the rifle to him, you did a straw purchase, because even though it is legal for you to gift a rifle to your father it is not legal for him to own a rifle, so you did a straw purchase for him.
And yes, your parent or grandparent can gift you a handgun at the age of 18+. You still have to get a HGSC, but you do not have to wait until you are 21. The 21 age limit only prohibits you from purchasing, not owning. You can also acquire a handgun via inheritance. I have heard there are ways to get firearms before 18, but they are very rare circumstances and I believe a case by case basis. I think someone said they were able to get a handgun in their name at the age of 16 because of inheritance and being explicitly named as the person to get the firearm, but they could not legally take posession of it until they were 18. I think we just looked it up and you cannot interfamilial transfer handguns because they have to go through a dealer. I would imagine if you tried to DROS a handgun under 21 it would get kicked back.

WOW I didn't know this, this is great news for me.I have given some money to my dad to buy handguns ( for himself) so we could take them out to the range. The problem is, my dad is not a big shooter so I end up going pistol less since he never wants to go.Could i legally borrow my dad's
handguns and take them to the range? Where do I do this father-son handgun transfer? how much is it?(i'm under 21
)

I know there is an in-state PPT transfer option for PARENT-CHILD but that wouldn't work. My parents live out of state... the gun laws in this state suck ***... and they aren't even clear enough. Now does that PPT also apply if the parent is in the state but not a resident? For example, say Dad comes over to see him for his 20th birthday and brings him a Glock that is on the safe handguns list, that is not in AW congifuartion, and doesn't have mags over 10 rounds (just to keep things simple).
