    Saiga 922r Q?

I want to add a Guntec rail and red dot scope onto my factory Saiga sporter and replace the factory handguard with a Tapco handguard. This is all I want to do to it. Otherwise it is factory stock with the monte carlo stock, ten round izhmash mags, etc. Is this legal and am I good to go or because of these add ons/changes, do I still have to replace 3 more parts with US made parts? The parts I want to add (rail and handguard) are US made except maybe the scope which I have not decided on. So basically, is adding the rail and scope plus the changing of handguard considered a conversion of some sort that requires full 922r compliance? The scope and rail wouldn't be considered a replacement but an add on correct? Only the handguard would count as 1 US part under the 922r. I have read up on the 922r compliance but it's kind of confusing and doesn't specifically tell me in regards to what I want to do. Thanks.

A Saiga Rifle in factory configuration has 14 parts.
A Saiga shotgun threaded for chokes has 14 parts.
A Saiga shotgun not threaded for chokes has 13 parts.

(parts on a factory config saiga are in bold)

    (1) Receiver
    (2) Barrels
    (3) Barrel extensions
    (4) Mounting blocks, trunnion (rifles only)
    (5) Muzzle attachments (shotguns w/ threaded barrels only)
    (6) Bolts
    (7) Bolt carriers
    (8) Operating rods
    (9) Gas pistons
    (10) Trigger housings
    (11) Triggers
    (12) Hammers
    (13) Sears
    (14) Disconnectors
    (15) Buttstock
    (16) Pistol grips
    (17) Forearms, handguards
    (18) Magazine bodies
    (19) Followers
    (20) Floorplates

Four (4) parts out of 14 need to be replaced with US made versions in order to comply with 922(r).

You shouldn't trigger 922r because you aren't adding any evil features. If you were adding something like a pistol grip, pre-ban hi-cap mags, or a flash hider, then you'd trigger 922r. You are good to go with adding a scope/rails/handguard.

Just in case you do add a pistol grip, try this interactive checklist for a saiga conversion:

If the rifle looks the same way it did when imported then you have nothing to worry about.

If you move the FCG forward, install a pistol grip, use 10+ capacity mags, then you must comply. Unless it's an NFA item it's generally what the gun looks like that makes it evil and therefore must be modified to meet regulations.
