    yes, it is legal for a non-FFL to ship a CA-legal firearm to an FFL in CA, and they don't even have to deal with the CFLC. Now, not all FFLs will accept shipments from non-FFLs, but that would be a company policy, not because of any state or federal law. And the FFL will probably require the shipper to include a copy of his DL, so that the FFL can properly log the firearm into his bound book.
