I didn't know what forum to post this question on, so I figured "general" would be the topic.

I recently bought a 10/22 for a friend of mine, with the intention of performing a title transfer when she turns 18 in some months.

I was wondering of the legality of her transporting the gun without me present (as the registered owner). Her, being 17.

In the case of questioning by a LEO...

If she goes shooting with somebody else, do I have to be there?... Given that the rifle is legally mine?

Or... if she goes shooting with someone else (+18), is it legal to say its a "borrowed" gun?

Are there any stipulations on letting someone else using your gun?

First of all, you are not the registered owner. Long guns are not registered.

PC 12101 prohibits minors younger than 16 from possessing firearms capable of being concealed on their person but says nothing about long guns. It also prohibits minors from possessing ammunition, excepting: "The minor is actively engaged in, or is going to or from, a lawful, recreational sport, including, but not limited to, competitive shooting, or agricultural, ranching, or hunting activity, the nature of which involves the use of a firearm."

The law does not require written parental consent for minors to possess a rifle and ammunition for lawful recreational purposes, but it wouldn't hurt for her to have that in her possession just in case.

I think this is the relevant question:

Can I loan a long gun to a minor that is someone else's child?

If the loan was done properly (as per the above FAQ info) then she should have no problem in transporting it. If she will be transporting through school zones, then the gun should be locked in a container or locked in a gun rack so as to comply with the federal Gun Free School Zones law.
