Recently I moved to North Carolina from the San Diego area.
After being a resident for 30 days, one qualifies to apply...
Walked into the Sheriff's office (big sign at the door stating that CCW applicants need to go to the 5th floor - no other signs).
I walked into the office and up to the window. A very courteous woman instructed me that I would need to take an 8 hour approved course with a range qualification, $90 fee, 3 references, and apologized for the "No Cell Phone" sign; she said it was okay to use them, just not at the window area. I asked about setting an appointment and was told that it was not necessary, just stop by any Mon., Wed., or Fri. and that it wouldn't take long, "a couple of questions and fingerprinting which is included in the fee." This was a Friday afternoon.
Found a course set for the next day and emailed the instructor about availability. He replied that there was an opening and to just show up. The course consisted of NC law, gun knowledge, lunch, and 50 rounds on the range. I was first when we arrived at the range and I shot well receiving a "Dayum boy, you can use more than one hole" comment from the instructor. We shot from 3, 7, and 10 yards then had to walk and fire at the target from 10 yards out. He then asked if we just wanted to shoot for awhile... a good day all in all.
Went back to the Sheriff's office on Monday and the same woman helped me. I filled out a standard form stating that I wasn't wanted for any crimes, on drugs, mentally incompetent, etc. Since my wife was there and was one of my references, they just asked her if it was okay with her if I acquired this license, if she was afraid of me, if I was mentally incompetent. Luckily, my wife gave me her blessing... it was touch and go for a moment. No good cause statement... they didn't even ask me why I wanted the permit.
Then another woman took me for fingerprinting. She filled out the form on the computer and stopped at the race question. I told her I was Italian and she said it wasn't an option. I asked her what the choices were and she turned the screen to me: White, Black, Asian, Other. I told her Black (she was a black gal by the way) and she started cracking up. I told her it was as accurate as the other choices and that I was darker than a black friend of mine. We ended up cracking each other up for the remainder of the session, especially when she brought out the Corn Huskers Lotion to hydrate my prints.
Went back to the permit office and the woman there told me that the policy is to issue within 90 days, but it wouldn't take that long and that they would call me... never did talk to the sheriff or a deputy.
I'll check back in when I get the call...
I never applied for a CCW in San Diego based on the stories I heard about Kolender vowing not to issue permits for any reason.
Anyway, thought I'd post up the process in a shall issue state.
