There's some departmental CYA going on.
I beat up on cops a lot, but the officers themselves were acting in the heat of battle, two dead or dying cops already, trying to 'get things done'. One cop appears to have come in from off-duty to help sort things out.
Punishing good folks for trying to be effective in a chaotic situation will just lead to future "I'l sit on my arse until mgmt says otherwise" stance.
