Shorter barrel, better accuracy?

There is always going to be a "sweet spot" with everything. To say "longer is better" doesn't take into account that if you go TO long then you reach that point of diminishing returns and the gains start to drop off.

It's kind of like comparing race cars to daily drivers. One has to take into account the intended use of the item and the environment it is going to be used in.

If you're going for accuracy, I think the ratio is like 30:1 before everything is burned and the additional length of the barrel is a retarding force. This of course is for naval guns on battleships where the gun was the primary weapon. Mobility being less significant of a factor since the equivalent of urban combat would be a battleship in littoral combat (which a battleship wouldn't do).
