Large capacity magazines?

Retailers will not ship large capacity mags to California. Is this the law? If so, is it illegal to posess a 20 rnd mag for a mini 14, or to have one shipped by private party from another state? Probably sounds like a stupid question I know.

It is illegal to import any large capacity magazine into the state unless you have an exemption (peace officer, etc.).

It is illegal to assemble imported large capacity magazine parts into a new large capacity magazine.
