    Lock requirement for PPT shotgun?

    I bought a used shotgun from a dealer last summer and my gun safe info was sufficient for pickup. I'm now doing a private party transfer for a shotgun and this other dealer says it's changed and I have to purchase a lock for every firearm I pickup regardless of the number of locks/safes I already have and bring with me when I pick it up. I found a vauge reference on the web for a federal law that now supposedly is responsible for making this the case.
    Is the requirement still only that it leaves the purchase/transaction place with a lock from somewhere? Is this gunshop misinformed or perhaps just trying to make an extra sale?
    Any clear info will be appreciated. Thanks!

    The dealer is confused about the gun lock requirements of the federal "Protection of Lawful Commerce In Arms" Act. That law requires that FFL's provide a gun lock with each modern handgun that they transfer to a non-licensee. There is no "gun safe" exemption to this law like there is with California law. But it only applies to handguns (C&R handguns are exempted).
