Saw a sign at Targetmasters Milpitas

That a purchaser of a handgun cannot fire a firearm during the 10 day waiting period. It says it's new.

I've not come across this recently. Is this really new? Or do they mean something else?

That has to be related to people purchasing a firearm at the range and wanting to shoot it before the 10 day waiting period is up.

There is no new law, but that would be a valid interpretation of the existing waiting period for a range.

Since I guess it counts as taking possession of it when you go out on the range, it sounds like a sound interpretation that you wouldn't be allowed to shoot a new gun before the 10 days are up.

It's nothing new, ATF told me that shooting on your own like that counts as being in possession of the/a firearms a long time ago.

What is surprising is that they haven't used it to close down any ranges, since they could use that to close pretty much any range (and not just in California) that rents firearms.

There is an ability to rent or loan a gun on premises to a valid HSC holder at a range independent from transferring it to them.

That's why no range has had that particular problem.

They used to let you buy the gun, and then "rent" it from them while it was on the 10day wait. If your DROS got kicked back, then you were out a big chunk of what you paid because the gun is now used. I saw the sign when I was there last night and asked about it and I got some story about with all of the gun shops closing down around here that they don't want any reason at all to be a part of that. I guess that there's the chance of the customer leaving with the gun before their 10 day wait is up.
