How to get a vendor onto here?

I found a placed called "Goleta Gun and Supply" near SB up here. He's a great guy with a load of selection. I think he should become a vendor here, but he doens't seem computer savvy.

I want to help him out and offer that I post up his items...I need a hobby up here anyway
