Yes. If you are an FFL it must go through CFLC (takes a couple minutes). If you aren't an FFL you need to make sure his FFL is willing to accept transfers from non-FFLs. Separate the upper and lower before shipping, many people prefer to have the upper shipped directly to them and the lower shipped to their FFL. He will have to figure out a method to make it CA-legal when he assembles it, typically by installing a magazine lock. -

As mentioned, it needs to go to an FFL. Either from an out-of-state FFL that has the CFLC to his FFL, or if his FFL will receive from a private party, you can send direct.
Must be separated though. You can send the non-serialized part(s) directly to his house instead of the FFL.NRA Life Member
