Not sure how that would be defined. I would bet it is a firearm. Not a rifle or pistol. If it had a non detachable tube mag it could hold as many as you wanted it to, since non-detachable tubes are not restricted. I think the biggest problem would the crank trigger.
You stated that crank triggers are fine, but I believe they are not. You can't have them on those 10/22 gatling kits. You can not have them on 1919's.
If it was classified as a rifle it would be SBR.
If it was classified as a pistol, it would have to be on the safe list.
