If the +2 puts you over the 10 rounds capacity then yes, it would be illegal. If you are alreay over the 10 round capacity, adding two more ronds is just fine.

so if I have a pre ban magazine - then I can add +2 or if I have a 1911 - with 8 round capacity I can add +2 - but if I have a 10 round mag for a gun manufactured after 1994 I cannot add a +2 base plate because then I would be manufacturing or causing to be manufactured a high capacity magazine?

Well instead of 2 extra rounds I'll just get another magazine. HA like anybody who they're afraid of having a high cap mag (mass shooting event like columbine I suppose) would really give a rats *** about just keeping a backpack full of magazines with them or just driving to nevada and getting a 33rd magazine anyway. I know we all know this but there's no logic behind any of these laws.

Correct except for the 1994 part - the California date is 1 January 2000: large-capacity magazines possessed in California before that date are legal to own, possess and use now.

1994 has nothing to do with anything.

It's simple:

If you owned a magazine with a capacity greater than 10 rounds in California prior to 1/1/2000, you can replace the baseplate on that magazine and turn that 15 into 17 with a new baseplate.

You also cannot bring any magazines into California that have a capacity greater than 10 rounds, that you didn't already have here prior to 1/1/2000. You can bring magazine parts, and then leave them as parts to re-assemble once you get back out of state.
