    COE/FFL 03 questions

    I have been checking the CA DOJ site and the ATF site. As always, they leave me with more questions than answers.


    In regard to the FFL 03, other than completing the form and mailing a copy to ATF and my local PD Chief, what else do I need to do in order to complete the FFL 03? (I know, and mail them the money) Does it have to be printed on a certain color? What else is needed?

    As to the COE, how does this affect the FFL 03 benefits? What are the proper steps tp obtain the COE?

    ATF only allows for you to submit the C&R on the official green form they provide. There is no acceptable PDF copy of the form available. A CG'er made a copy recently that ATF will not accept, and the only other version I am aware of is over 10 Years Old, and is not acceptable at all.

    Just get the official form, and follow the directions on it. Thats it.

    It has a very limited use in CA, but when used in conjuction with the C&R exempts you from the 10-day wait on C&R purchases from a dealer (must still DROS it), and exempts you from the 1-in-30 handgun regulations for all handguns, modern and C&R.

    It is available here, http://ag.ca.gov/firearms/forms/pdf/coeapp.pdf. Again, just follow the directions and you should be fine. There is a URL to a list of livescan locations in the instructions.
