Guard Firearm permit holders and firearms purchases

I am a guard card holder and guard firearms permit holder. I was recently looking at the PROFORCE website which is a location for law enforcement firearm, ammo, and accessories purchases. I noted that with my permits I can purchase weapons there. My question is, can I purchase a Colt M-4 that is on sale at the retail store? If so, does it have to be California-legal since I am not a sworn peace officer?

To the best of my knowledge there are no exemptions for security officers. They are subject to all the same restrictions on purchase/ownership as any other non-LEO citizen.
"Did I say "republic?" By God, yes, I said "republic!" Long live the glorious republic of the United States of America. Damn democracy. It is a fraudulent term used, often by ignorant persons but no less often by intellectual fakers, to describe an infamous mixture of socialism, miscegenation, graft, confiscation of property and denial of personal rights to individuals whose virtuous principles make them offensive." - Westbrook Pegler

Yes, it MUST be CA-legal. The only exemptions to the laws are LEs and military on training exercises. Since you're not an LE you are still a normal civilian and have the same restrictions that most of us do.

Pro Force won't even entertain the idea of selling OLL's in a CA-legal form. I asked them about this when they had their M&P rifles on sale but it was a no-go without a letter from my department.

No, you can not get a colt m-4. It is not on the list. The security permits give you no special rights to buy these weapons.
