Some of you may have heard of Blackthorne Products, which is another Vulcan spinoff. Their site is full of cheapo $200-300 AR uppers which most of us wouldn't touch with a ten-foot pole. But they also have AK parts kits. The kit I wanted was the Yugo M90 .223, a kit that sells for around $450 from most places, and Blackthorne had it for $365. So I figured I'd take a chance with them. I placed the order on 12/30, and was pleasantly surprised to receive a UPS tracking number on the next day (New Year's eve). Eight days later, this arrives at my door:

I got exactly what was pictured on the site; a shiny kit in exellent condition! Matching numbers, cool flip-up night sights, and 99% finish condition! No tricks of any sort, just a sweet .223 AK waiting to be built. I can't say for sure that Vulcan has changed their ways, but I do know that they did a great job on this order. Great price, quick service, great item.
Thick cosmoline though, the dust cover looked like a small trough full of pudding.
