If shipped in-state, neither CA or federal law require you to ship to an FFL in this case. Federal law does not apply since it is an intra-state transfer. CA law exempts 50+ year old long guns from needing to be PPTed through a dealer. So, you should be able to ship directly to the buyer. Fedex/UPS company rules may not allow you to ship to a non-FFL, so you may have to mail it USPS. Actually, violationg Fedex/UPS rules is not a crime, but you may not be able to collect insurance if the shipment is lost or damaged.

Do you want an AOW or C&R SBS/SBR in CA?

      +1

I was recently the buyer of a C&R from Northern California. I sent a fax of my ID and the seller shipped me the rifle.

I personally would only do it with a longer standing member with a good itrader, that includes gun sales/purchases.

In my experience, UPS doesn't require 03FFL license to ship C&R longarms.

Haha yay! Thanks you guys. Biker is trying to ship me a .22! I need something cheap to shoot and I love those old single shot .22s. MODS, can we get a sticky of this that it's okay to ship to another person within CA as long as they are legal to own firearms and all that good stuff?

If you go by their published shipping tariffs, UPS allows firearms shipments between any two parties where the shipment is legal, but FedEx and FedEx Ground both require that an FFL be involved. YMMV at the actual shipping counter, since UPS and FedEx employees don't know the finer details of their shipping tariffs. USPS also allows shipments of long guns when the transfer between the two parties is legal.

Some from what it sounds like when shipping between two private parties, they should use either USPS or UPS if it's a c&r long arm.

In theory, yes. But I've had employees from all of the carriers and the post office tell me that it is illegal for anybody to ship firearms. You might have a local UPS hub that mistakenly thinks you need an FFL and a local FedEx hub that doesn't realize that FedEx requires an FFL. But with UPS you would at least have recourse if they tried to deny a claim or something, because you would be able to point to the UPS shipping tariff to back up your case. With UPS you can also pay a few dollars extra and make the package "Adult Signature Required". That way the driver won't let a 16 year old kid sign for the rifle.
