Anyone know of an FFL that will transfer a mag-locked Saiga 12 in or near Modesto?

You could try and giving Sierra Arms a call. I know they handle OLLs.

Sierra arms doesn't handle OLL's anymore, they only deal with the vulcans with the epoxied in mags as far as I know. PRK arms in Fresno is probably the closest that I know of.
