Because it is not listed on the Roster of Handguns Certified for Sale, it can only be legally transferred via exemption.
A PPT would be the most common eligible exemption for a handgun receiver.
PPT = face to face transfer between CA residents facilitated by a CA FFL dealer.
~If one of the parties involved is a non-resident of CA, then the transfer is not a PPT.
~If the firearm is shipped, then the transfer is not a PPT.

I have sold just a frame in PPT.
The FFL was on the fence about it.
I told the FFL that the slide would be with frame so they could confirm what model Beretta it was.
Once they confirmed and started paper work as a frame only I took the slide/barrel off.
The buyer had his own slide that he was going to use for safe handling demonstration.
In the old days Beretta had a serial number look up.
You could just input the serial number and all information on model, caliber year built....
Today you can not do it so the the FFL has only a frame with a serial number.
Talk to your local FFL and see what they will do.

I sold a Beretta 92fs frame earlier this year via PPT. No issues whatsoever. If an FFL has an issue, go find one that knows how to do their job.
I've bought and sold handgun frames via PPT multiple times with no issues. As everyone should be aware by now, PPTs are exempt from the roster requirement. Any FFL that doesn't know this is just plain incompetent and you should probably not do business with them.CRPA and NRA member.

Dros form has ?Frame or Receiver only? on it.
Totally legal but again, most FFL don?t want to deal with it. Some dont do private transfers if no magazine present , as Reeds in Santa Clara.

Dont want to deal with it? Whats there to "deal with"? I've done multiple PPTs both as a seller and buyer. Theres nothing more complicated than a complete firearm. What you mean is they look for any excuse not to do a PPT. That has nothing to do with it being a frame. Thats just not wanting to do PPTs no matter what it is. Again, find a competent FFL that knows how to do their job and deserves your business.
Im pretty sure those FFLs that refuse to do PPTs of hangun frames are willing to sell you an overpriced stripped AR receiver they have in their case. Theres no valid excuse.Last edited by Tere_Hanges; 03-12-2024, 11:41 PM.CRPA and NRA member.

Whether or not a store is willing to do a PPT tells a lot about that store.
They lose money doing those. They have to take time to do the (proper) paperwork, collect all the info from both parties, inspect the gun, and store it for 10 days, all for just $10.00. That $10.00 is lower than what they pay per hour for their employees, and that PPT probably takes more than an hour to process. The only thing they can hope for out of that $10.00 is your repeat business.

Well.. it is a business. They are in business to make money, no? $10 is barely 30 minutes of labor without any overhead. That's money losing for sure. If the business loses money every time they transact, then there will be no gun store left for us. I am not against changing the law to increase PPT fees so shops can survive . I always buy something else from the shop if doing PPT, because I appreciate them, especially with all the bs the state throwing at us.Comment

I think we are getting off topic. My point was the cost of an FFL to do PPTs has absolutely nothing to do with transferring a frame vs a complete gun. A frame isnt more complicated.
