As the pdf states, contact your IA in order ascertain their stance. The pdf also suggests that you go ahead and apply for your initial or renewal according to your IA's policy.

For now, continue to submit your CCW applications and renewals in
the manner described by your county, and be patient while they try
to figure out how the new regulations affect the county programs.

As a CCW instructor, I have my doubts about this information. I work both LA and OC. I am qualifying people every week and none are having problems getting their CCW.
