Shipping gun question

My buddys wife called me with a question.

Military families (both)
Neighbor got orders and moved to new base. Brought some stuff over while packing. Left some clothes a pistol and a pellet rifle.
She needs to ship the guns and clothes.

Does she need to ship guns from FFL to FFL, or she can personally ship to FFL near him or can she overnight to him person to person for pistol and air rifle.

Or what?s the correct procedure.

Air rifle is not regulated.

Pistol could be an issue - because of shippers. USPS will not allow private individuals to ship handguns, just FFLs.

UPS and FedEx will not ship handguns except for FFLs with a shipping contract with them.

Some folks have had success with ShipMyGun.

May a nonlicensee ship firearms interstate for his or her use in hunting or other lawful activity?

Yes. A person may ship a firearm to him or herself in care of another person in the state where he or she intends to hunt or engage in any other lawful activity. The package should be addressed to the owner “in the care of” the out–of–state resident. Upon reaching its destination, persons other than the owner may not open the package or take possession of the firearm.

An FFL can generate the label.
The "shipper" is the one who generates the label, NOT the one who drops the labeled package at the carrier.
This is why all the major firearms manufacturers can email you a label for you to mail your handgun back to them.

Have the receiving FFL generate the label and email it to the person that's going to drop off the packed up handgun at the post office.
Generate the label on pirateship and it's cheaper than using the USPS site because you get commercial rates.

I work for an FFL and I do this all the time for shipments going to the FFL I work for.

1. Get friend to find local FFL
2 FFL creates shipping label
3. Gets shipping label to her
4. She packages gun up and ships to his FFL

Air rifle no need for FFL. Can ship straight to friend

For simplicity of packaging, have the FFL generate a priority mail medium flat rate box shipping label.
Almost every post office has medium flat rate boxes that you can pickup for free and then pack the handgun in that box so that the label will be correct for the box.

If you are not using a flat rate box, then the person packing up the handgun would need to give the dimensions and weight of the box to the FFL before the FFL can generate a label.
With flat rate packaging, postage is based soley on the specific box being used and the weight does not matter as long as it under 70lbs.
