When a store like turners sells a used or consignment gun, is it considered a ppt or a dealer sale specific to the wording in question?

A dealer sale is the transfer of any, new or used, firearm that is in the dealer's inventory.
A consignment sale is a type of private party transfer, in which the dealer gets a percentage to facilitate storing/advertising the, new or used, firearm on behalf of a contracted third party.sigpic

Turners selling a used gun that they own is treated just like a new gun. 1 in 30 applies
Turners selling a consignment gun (new or used) is doing so on behalf of the owner as an agent for the owner who is considered the seller. 1 in 30 does not applyComment
