I think you want to update your address in AFS, not NICS.

AFS is the historical record of firearms in Ca, NICS is the name they use for the National Instant Criminal Background Check System maintained and operated by the FBI.

Updating your address in AFS is done through a CFARS account with a personal information update.

If you don't have an account just google CFARS create an account. The personal information update link should be on the homepage after you create an account.

Your new address will get recorded by the state and submitted to the feds during the background check process.
