    Stupid Question

    Hypothetically,

If someone just moved to CA and brought two cases of ammo - 45ACP and .223. Are they allowed to sell it legally? If so, does that require FFL shenanigans or person to person is fine?

Yes, they are legally allowed to sell it.

In order to be a legal transaction in CA:
    1. The transfer must be done through a CA DOJ licensed ammunition vendor or CA FFL dealer [PC 30312(a),(b)]. Exemption to this if the transfer is to an exempt person [PC 30312(c)]
    2. The transferor/seller is limited to selling 500 rounds per 30 days. [PC 30342(a)]

Failure to utilize a CA DOJ licensed ammunition vendor or CA FFL dealer for the transfer or selling more than 500 rounds per 30 days, makes the transaction an illegal ammo transfer and the transferor can be considered an illegal ammunition dealer.

Gun curbside pickup. They probably have delivery service too.

        How cool is that.

This is California, there are no stupid questions when it comes to guns - only depressing answers.

You don’t have guns that use that ammo? Why not?

One can come to California illegally and live freely with free health care, you can adam $hi+ on the streets of San Francisco with impunity, and you can shoot down Kate Steinle in cold blood after previously being deported a half dozen times, and nothing will happen.

But if you sell some excess ammo and don't go through the background process at an FFL, you will be hunted down, arrested, perp walked, blue gloved, and prosecuted, and become a media reference for Newsom and Bonta.

My advice. Go back to Texas.

Hypothetically, if that person didn’t sell the ammo to the type of person who would then turn around and report that person to the police for selling them ammo without requiring them to travel to an FFL to pay for and undergo yet another background check, that person would probably be okay. Since I don’t even know any gun owners in the entire state who would report someone for doing something as innocuous as selling them ammo, I think your hypothetical person would be okay.
