From what I can remember...
The Clark County Shooting Complex (NV) went through a similar process.
In 1984, the Clark County (NV) Board of supervisors voted to create a 2900 acre shooting park in Clark County, Nevada.
Construction began in 2008, with phase 1 construction (148 acres) being completed in late-2009. The Public Module was open in 01-2010.
Phase 2 (Events Module) and phase 3 (Service Module) construction are currently on hold due to budgetary reasons.
It is run/maintained by the Clark County Parks & Recreation Department.
In 2008, a lawsuit was filed to stop the construction of the shooting complex due to noise and safety concerns (people traveling near or through their neighborhoods with firearms) by several Home Owners Associations from housing developments that were built near the lands set aside for the shooting complex. The HOAs were mainly comprised of new NV residents that had moved from CA, HI, NY, and NJ.

1. The judge ordered the plaintiffs to pay all the legal fees of the defendants.
2. During the end of the case, when addressing the plaintiffs' concerns about safety issues about people transporting firearms through their neighborhoods, the judge reminded that plaintiffs that they were in Nevada, where it was legal to open carry firearms without permits and conceal carry handguns with permits. So that "safety" concern was not an issue throughout Nevada.sigpic
