    Multiple firearms 1 dros

My special order ruger sr22 came in. I saw they had some stripped lowers for sale in the case and i am in need of another one.

They said I could not do multiple semi auto on one transaction. Since I was getting a semi auto pistol i could only add non semi auto rifle or shotgun.

Is this true now? I thought you could get multiple rifles but only 1 pistol. Do I have to wait 10 days to dros a lower now?

AfAIK you can only DROS one centerfire semi auto firearm (rifle, shotgun or handgun) per 30 days. Stripped lowers are included IIRC

If you have a C&R and COE, you are exemt from any 1 in 30 laws.

It's semi-auto CENTERFIRE rifle. The stripped lower is not centerfire (yet).

Tell them you'll be putting a rimfire upper on it, haha!!

I just recently DROS'd five stripped lowers on one DROS. While I have an 03+COE, it was not used, the transaction showed "30 Day Exemption - N/A".

It's one handgun or SA centerfire RIFLE per 30 days.

(01/01/2024 it changes to all firearms).

So the handgun is semi auto rimfire. Since handgun was rimfire i should have been able to buy semi auto centerfire rifle, correct?

No, 1 handgun, does not matter the caliber, or 1 semi-auto centerfire rifle. Stripped receivers do not count.

              CA PEN 27535.
              (a) A person shall not make an application to purchase more than one handgun or semiautomatic centerfire rifle within any 30-day period. This subdivision does not authorize a person to make an application to purchase both a handgun and semiautomatic centerfire rifle within the same 30-day period.

Since a stripped lower has neither action nor caliber (semiautomatic center fire) designated it shouldn?t apply.

On Jan 1, 2024, this will change to reference completed receivers and ?precursor parts?.

It's one handgun (doesn't matter if a revolver, single shot, semi auto, rimfire, centerfire) or one semi auto CENTERFIRE RIFLE per 30 days.

For stripped lowers, shotguns (semi, pump, double barrel, single shot doesn't matter), bolt action rifles, or semi auto RIMFIRE rifles: It's as many as you'd like every 30 days.

Well maybe its for the best. They wanted way too much for that lower anyway

                      Currently...

The 1 in 30 day wait applies to any type of handguns and semi-auto centerfire rifles.

If the CA FFL dealer is correctly processing the transfer of a receiver:
                      ATF 4473 = "other"
CA DROS = "long gun, other, receiver"

A "long gun, other, receiver" is not a handgun and not a semi-auto centerfire rifle, therefore the 1 in 30 day wait does not apply to them.

                      Note that...
A person with a valid C&R 03-FFL and a valid COE is exempt from the 1 in 30 day wait.
^This also applies to non-C&R firearms.

Is the 30 days from date of dros, or date of taking possession?

                            From above:

                            CA PEN 27535.
                            (a) A person shall not make an application to purchase more than one handgun or semiautomatic centerfire rifle within any 30-day period.
If you buy and it clears DROS in ten days (10, 24-hour periods), there are still 20 days left before you can again buy (make an application) to purchase.

Are ppt's the same? If a private party has 2 handguns for sale at a very good deal, i will only be able to purchase 1 now and the 2nd gun in 30 days. The law says one application for purchase every 30 days. What if someone was giving me 2 handguns as a gift, Is there a way to claim gift on dros application so its technically not a purchase? The law says only one application for purchase within 30 days. I know you can gift a car. I noticed some sellers in mp offering multiple firearms at a discount if you buy all instead of just one. I apologize ahead of time for asking stupid questions.
