The Norinco Type 81 is make/model banned in CA. [PC 30510(d)(e)(f) and 11 CCR 5499(a)]
Nothing can be done to make these CA legal.
However, if the receiver is not marked "Norinco" "Type 81" anywhere on the receiver, then it can be considered off-list and be modified to be CA legal.
Pictured is off-list (Norinco EM355) and can be made CA legal.
Good luck finding magazines for it (EM-355), they are proprietary and were only made by the Chinese from 1988-1989.
In 2021, a 98% condition Norinco EM-355 with one 30 round magazine was sold at auction for $23,500.00.
Penal Code 30510
As used in this chapter and in Sections 16780, 17000, and 27555, “assault weapon” means the following designated semiautomatic firearms:
(d) Any firearm declared to be an assault weapon by the court pursuant to former Section 12276.5, as it read in Section 3 of Chapter 19 of the Statutes of 1989, Section 1 of Chapter 874 of the Statutes of 1990, or Section 3 of Chapter 954 of the Statutes of 1991, which is specified as an assault weapon in a list promulgated pursuant to former Section 12276.5, as it read in Section 3 of Chapter 954 of the Statutes of 1991.
(e) This section is declaratory of existing law and a clarification of the law and the Legislature’s intent which bans the weapons enumerated in this section, the weapons included in the list promulgated by the Attorney General pursuant to former Section 12276.5, as it read in Section 3 of Chapter 954 of the Statutes of 1991, and any other models that are only variations of those weapons with minor differences, regardless of the manufacturer. The Legislature has defined assault weapons as the types, series, and models listed in this section because it was the most effective way to identify and restrict a specific class of semiautomatic weapons.
(f) As used in this section, “series” includes all other models that are only variations, with minor differences, of those models listed in subdivision (a), regardless of the manufacturer.

Legacy Collectibles sold it (Norinoc EM355 serial # 880701) in 07-2021 for $23,500.

According to Legacy Collectibles only three Norinco EM355 were imported into the USA before they were banned from importation in 1989.Last edited by Quiet; 05-26-2023, 6:59 PM.sigpic

It appears, the person that bought it in 2021 is now attempting to sell it, which is why the minimum price listed for it is what it was sold for in 2021.
^You can "buy it now" for $26,000.
Because it is not CA legal as configured (pistol grip and flash suppressor / large capacity magazine), it will need to be made CA legal prior to being shipped to a CA FFL dealer.
1. Pistol grip needs to be removed or a grip wrap needs to be installed.
2. Flash suppressor needs to be removed and/or replaced with a thread protector or muzzle brake.
3. The proprietary EM355 large capacity magazine needs to be permanently altered into a 10 round magazine.
If the seller is unwilling to do these modifications, then it will need to be shipped to an out of state FFL, who will make it CA legal and then ship it to your CA FFL dealer.
^Factor in additional costs for shipping it twice, making it CA legal, and the CA use/sales tax.
