Off Roster Question re: PS90 & Vector

Is it possible to get an Off Roster PS90 or Off Roster Vector .45 (without the long muzzle in front) here in California?

It's always helpful if you fully identify the weapons that you're asking about.

If you meant the Fabrique Nationale PS90, the roster is not applicable. That weapon is a rifle and there is no "Safe Handgun Roster" for rifles. The PS90 meets California's "Evil by Feature" definition of an "Assault Weapon." That means that you would either have to be a qualified purchaser under PC 30630(b)(1) or obtain a permit under PC 31005 in order to purchase one.

If you meant the Kriss Vector .45, then you're doubly screwed. That weapon also meets California's "Evil by Feature" definition of an "Assault Weapon", meaning that you must either be a qualified buyer, or hold a DOJ permit in order to purchase the weapon. It is also an off-roster handgun meaning that you must also be a qualified buyer in order to directly obtain one. If you're seeking to acquire one using a DOJ-issued permit, then you'll have to find a source of supply that complies with the "Safe Handgun" statute.

You can purchase (Non FNH?) PS90 receivers. However if you DROS one in CA, I believe it can only be made into a rifle (Same as stripped AR lowers AFAIK). In the states that allowed it, there was a way to turn them into pistols before the ATF brace rule, now I'm not so sure.

Unfortunately there is no way for your average Joe to legally SBR them in CA, so you have to purchase them in the featureless configuration (there is a mag lock option, but I've not seen them sold like that). Chain stores like Turner's Outdoorsman get them in stock on occasion. Same goes for the Kriss Vector. So you can only buy them with "the long muzzle" here in CA.

Finally the "roster" only applies to handguns. Rifles and Shotguns have to abide by the current "assault weapon" bans. There are two main options around this; Featureless or Magazine locked. Look at the flow charts in the links at the top of the website for more details.

Featureless are those rifles you see with the fin grips, they can not have a pistol or thumbhole grip, forward vertical grip, telescopic or folding stock, flash hider or grenade / flare launcher.

Maglock means the firearm has to be (at least partially) disassembled in order for the magazine be released.
