Guide rod installed on Glocks but keeps sliding off?

Is it normal for the guide rod to move up to the first ledge on the barrel? When I installed a new stainless steel guide rod on my glock 23, I compress the spring a little so that the guide rod sits on the second ledge part (very bottom) of the barrel but when I put the slide back on and rack the slide and pull the trigger, the guide rod moves back up to the first ledge. Is it normal and is it supposed to do this?

The picture above is an example and not mine, see where the red arrow points, the guide rod moves out from there.

Yes. The lower notch is just an assembly notch. The rear of the recoil assembly rides in the frame during use. When you dissasemble it, it just ends up where ever it wants. That first ledge is where the slide stop rides, thats you have to retract the slide 1/8" before pulling the slide release down to release it from that notch.

Perfectly normal. My Glocks (all generations) do the same thing. It’s been discussed here and other forums.
