You fire your gun at the tire you miss; the vehicle leaves. Your the higher priority now as showing the ability for deadly force. First responding officers deal with you.

Guarantee you from past law enforcement experience dispatch will get flooded with 9-1-1 calls and information miscommunicated. It will change from an unknown situation; into a possible kidnapping; into someone only seeing you have fired the gun. To where know the police are flying code 3 to deal with you. Very good chance an officer in bound code 3 worrying about getting you under control drives by the suspect. As information is miscommunicated.

You will be taken down at gun point, probably need 2 -3 units before you are actually handcuffed and put into a car. Once the situation with the "shooter" is under control. The officers will take a few minutes to calm down, before they start investigating.

Only than maybe 15-20 minutes or even more would they get around to figuring things out. By that time the suspect vehicle is 40 miles away and chances if it was really a kidnapping of a good resolution are low.

DON'T BE PART OF THE PROBLEM

Just another note to think about with this. Those that acted by shooting at the vehicle the driver, etc. without fully thinking in the heat of the thought.

There is a very good chance that another good citizen comes upon all this as your firing the gun into the vehicle. That good citizen sees an obvious threat you firing the gun. That good citizen in his mind to save the situation just like you were empties his gun into you thinking your the real threat.

Thats why a lot of ccw instructors really preach after you have fired your weapon if you need to. Put weapon in the low ready where is not still pointed directly at the subject and start announcing to people. That your a weapons permit holder you had to use the gun and police are on the way.

If Police Officers were lots of training compared to average ccw holders accidentally shot non uniformed fellow officers, and ccw permits being increasing issued friendly fire incidents will go up.

My buddy witnessed a kidnapping and there was a lady shouting that she had a gun from her balcony.
assuming she witnessed the kidnapping and knows what is happening...and let's say the child is being stolen by sex traffickers...

you'd have to be lucky with a handgun, but you could hit the distributor or ecm on a newer car, or something to disable it. tires might be a higher percentage option.

What if it was your sister/daughter/wife being abducted?

And that's the only chance you have to stop them?

Some boxes to check can change everything.

If it were your immediate sister/wife/daughter being abducted, it would be different, BECAUSE you are aware of who the person is and the situation. You're likely not going into the shoot blind. I'd fire away.

But this situation, as sad as it sounds, you're going into it 100% blind. You'd be under severe legal issues.

In the end, I hope there isn't a "body found in a ditch" somewhere after this.

And I bet this isn't a "candy van" pulling up along side her and taking her.

I agree, not knowing exactly what is going on is the greatest concern, and that's an unchecked box. From a balcony you are force into observer position. But.. possibly some kind of other actions could be taken, throwing as large an object as possible to do anything at all to delay them. Still some consequences to that too.

Maybe 8 years ago I am no longer a police officer at that time; but have a ccw gun with I am on the 43 highway leaving Hanford in Kings County a few miles out of the city going towards Fresno. I see a guy forcing a girl into his pick up truck. I stopped a couple hundred feet in front of the truck and called 9-1-1. Went to Kings County Sheriff, dispatcher advises she is sending sheriff. The first agency to arrive were actually Hanford Police even though it was out of their city limits they were there fast. During the time that I was on 9-1-1 with the dispatcher the other dispatchers without me knowing had gotten Hanford Police responding, and there were always alerting CHP. Turns out it was a domestic dispute. Which can go bad and people can turn against people when husband is going be arrested.

My point if I had stopped at the truck, had tried to block the truck, etc. there is a good chance that if something would have happened where I was to use force the guys wife would have gone against me. Been a he said vs she / he said.

In this case again; if you do something like throw a bbq off the balcony to block the vehicle from leaving, etc. and it was a domestic dispute or not even a real incident occurring you could end up facing some real criminal charges yourself. Easily be assault with a deadly weapon which if convicted for trying to be a good citizen loose your right to bear arms. There is even the other possible you accidentally hit a bystander and hurt or kill them.

I would almost guarantee this you throw a bbq or something to stop the vehicle. It hits the hood guy stops, etc. police show up it was a domestic dispute. Yet, now the guy has major damage to his car. More than likely the woman going turn against you in her side to the cops. And all these other witnesses that were watching as soon as the "action part" is over and the police have arrived all disappeared. So it's this couple word that now are back in love vs you someone who opened yourself up to a lot.

Trust me your not going be feel so great when your being read your Miranda rights and they are trying figure all this out.

Be a good witness, record the incident on your phone and call 9-1-1 you risk vs reward is high any way else.

IIRC Smith used to run ads on the .357 claiming it could break engine blocks, but that was before the cartridge was wimpified. At any rate it you're in front of the car you have a reasonable chance of breaking the timing cover and jamming the cam(s). If you know anything about cars, you know what that does.

The claim back in the day was a full house 357. Magnum “cracking” a cast steel engine block . There was physical reviews attempting to do just that to a exposed steel Chevy 350 short block on a pallet, away from all the sheet metal of the fenders, hood ,tires, rims , wheel wells externals of the block etc. It did not happen with armor piercing ammunition of the day on a circa 1980/90’s block .
Throw a technical in there about a aluminum block /manifold/heads/valve covers or construction on a modern block made today , sure I’ll agree 100% motors of today are not the same they are apples to oranges different in construction. Its totally Plausible Heck you could probably take one out with a 22 short.

                            People are weird

Who knows if it's a baby daddy issue or people messing around.

A round through the radiator will have the car stop in 5-15 minutes when radiator is bone dry and engine overheats.

                            Tires work too.

You don't have to crack the block to stop a modern car; there's plenty of stuff in the engine bay that, when damaged, can send a car into the great hereafter. Sensors, wiring harnesses, fuel rail, etc. I think a 12 gauge load of 00 buck would be more effective than a handgun round if only for the multiple .38 caliber projectiles introducing chaos to the engine bay.
