I want to know why we voted to pass this the first time and they just removed it. The way I see it is if we vote and pass something then "they" must enact it. If they don't then can we just not pay attention to the laws they pass? Maybe we should just start picking and choosing which laws we want to follow.

Because people might pass really stupid things (not this one). The people somehow managed to pass Proposition H in San Francisco to ban handguns, but fortunately that got overturned by a judge.
