It's a rule not a law. Use the point chart - Their big thing was looking at a LOP over 13". Also no forward grip since a pistol is designed to be fired with 1 hand.

    The proposed rule would:

Amend the definition of “rifle” in 27 CFR 478.11 and 479.11, respectively, by adding a sentence at the end of each definition to clarify that the term “rifle” includes any weapon with a rifled barrel and equipped with an attached “stabilizing brace” that has objective design features and characteristics that indicate that the firearm is designed to be fired from the shoulder.
Set forth a worksheet “Factoring Criteria for Rifled Barrel Weapons with Accessories commonly referred to as ‘Stabilizing Braces,’” ATF Worksheet 4999, to aid the firearms industry and public in understanding the criteria that ATF considers when evaluating firearm samples that are submitted with an attached “stabilizing brace” or similar component or accessory.
This proposed rule would not affect “stabilizing braces” that are objectively designed and intended as a “stabilizing brace” for use by individuals with disabilities, and not for shouldering the weapon as a rifle. Such stabilizing braces are designed to conform to the arm and not as a buttstock.

I haven't seen one in some time. People are scared of them, not the guns, the legal consequences.

I converted my AR pistol lower to a rifle. Now I don't worry about it.

If you have a legally possessed AR pistol why would you worry if you shot it at the range? If you have a brace, and worry about it, just take it off.

As long as the AR pistol is not configured in a manner that makes it violate CA SBR laws and CA assault weapons laws, then it would be CA legal.

AR Pistol + semi-auto + no fixed magazine = CA illegal assault weapon. [PC 30515(a)(4)(D)]
AR pistol + semi-auto + fixed magazine with a capacity of 11 or more rounds = CA illegal assault weapon. [PC 30515(a)(5)]
AR pistol + semi-auto + fixed magazine with a capacity of 10 or less rounds = CA legal semi-auto pistol.
AR Pistol + bolt-action + no magazine capacity and no ability to accept a magazine = CA legal bolt-action single-shot pistol.
AR Pistol + bolt-action + has ability to accept a detachable magazine or has a fixed magazine with a capacity of 1 or more rounds = CA legal bolt-action repeating pistol.
                  AR Pistol + shoulder stock = illegal SBR. [PC 16640(b), 17090, 17170]
AR Pistol + item that is intended to operate as a shoulder stock = illegal SBR [PC 16640(b), 17090, 17170]

And bullet button is no longer considered FIXED. Currently to be considered FIXED, the action needs to be apart before the magazine can be removed. Unless of course you registered it as BBRAW.

I take it that he converted to a rifle by changing the upper to a 16 inch barrel is the way i read it.Or pin and welded to add to barrel.

Well as far as the configuration I want to shoot it, driving to Reno is my best bet and assemble the uppers and lowers over there. I would have to configure it in a non binary gender neutral way to make it legal here
