I would not be concerned for just discoloration. If it feels rough, or has a texture then I would consider it some kind of corrosion.

Are you talking about the rainbowish discoloration ?

Pic would tell more, but a discoloration of the case on surplus Russian ammo over 50 years or older never worried me. I've shot lots of surplus and the only ones I toss out are dented badly or they are rusted and are rough textured after a quick clean up.

When in doubt, toss it out. Your call.

If it’s not left over gummy worm residue on the ammo, it is most likely copper oxidation. Unlike iron oxide, copper oxidation is a protective layer that actually prevents/slows down further oxidation from taking place. With iron oxide you will get rust which with turn to scale and flake off exposing raw/clean iron to the elements causing further rust/scale which leads to pitting and wrot. I shoot x39 without cleaning and have not had a problem...yet. Coca-cola and lemon juice work to remove it but will also etch the brass if not treated with an inhibitor. When it worries me, I use 000/0000 steel wool and go over my cases just enough to know down any high spots, once fired...I wet tumble and good as used new brass.

Unless it is too thick to chamber, I wouldn't worry about it. I have some Albanian 54r that looks like it was in a fire. Shoots fine.
