A gentlman who does transfers told me recently that he transferred a Colt 44 mag.....but it needed to be converted to single action prior to the transfer...Is this true for all double actions and can they be legally reconfigured to double action once the transfer is completed?

For SAE, revolver must have minimum 3 inch barrel, over all length of 7.5 inches and hold at least 5 rounds.
And yes, once in your possesion you can return it to double action. -
It's not necessary if it's a face to face PPT. However, anything else will require either an on roster gun or the single shot exemption. Once the transfer is complete you can convert back into double action.NRA Benefactor Life Member
