There are penalty enhancements for an unregistered firearm.

Generally, non-residents of CA can not register firearms with CA DOJ.
Which means, if a non-resident of CA is illegally carrying their handgun in CA, then it would treated as a felony because of the non-resident's handgun not being registered.
If the non-resident of CA is bringing the CA legal off-Roster handgun to CA with the intent to sell/transfer once they are in CA, then it would be illegal importation of an unsafe handgun. [PC 32000(a)(1)]
If the non-resident of CA is bringing the CA legal off-Roster handgun to CA without any intent to sell/transfer it, then there is no crime.
CA legal handgun means it is not considered a prohibited weapon (assault weapon, SBR, SBS, unconventional pistol, etc) under CA laws.
