    Can I have AR parts delivered to my buddies house in Prescott. Complete a 80% lower, assembled the gun and gift it to my buddy for his 70th birthday ?
    It takes a lot of balls to play golf the way I do.

      Since 1968, Federal laws have prohibited the transfer of firearms between residents of different States without the use of a FFL. [18 USC 922(a)(3),(5)]
      Failure to utilize a FFL equates to a Federal felony for everyone involved with the transfer. [18 USC 924(a)(1)(D)]

      Therefore, in order to be legal under Federal laws...

      Any firearm transferred from a CA resident to an AZ resident must be done through (4473/NICS) an AZ FFL dealer.

      Per BATFE, before a self-made firearm can be legally transferred, the maker must engrave the self-made firearm with their info per ATF specifications.
      ^Your legal name, your model designation for it, your serial number for it, the caliber for it, and the city/state where it was made.

          I believe if you set the tools up, and have him actually do the mechanical process then he would be the one machining the firearm and therefore could avoid the ffl portion. Someone can correct me if I am wrong.

            This is one of those very gray areas of the law. I would think since you're having parts shipped to his residence, he could consider himself the owner of those parts. Also if you gift him an unfinished 80% lower, no FFL required, and then maybe you build the firearm together. Maybe these ideas will help you avoid the need for an FFL.
