No, there are rules and laws to follow and not all BLM land has the same rules. Check the webpage for the land you are going to visit or call the field office to check first. Some universal rules are no shooting over water or roads, no shooting at trees, no shooting after dark. Some BLM land that used to allow shooting no longer does with the given reasons being fire risk or excessive trash. So make sure you clean up after yourself and don't be that guy who brings old water heaters or broken appliances to leave out in the forest for target practice.Comment

This may be *mostly* true for some southern California Mojave desert BLM land, yes, but one must always check with any appropriate agencies for any current restrictions.

The shooting aspect is being addressed. Know the local laws.
Regarding the camping, many areas require a Wilderness Permit. In addition, with the threat of fire ravaging much of NorCal, there are rules to govern and outright bans on open fires.

You could also look at National Forests. There are two withing a reasonable distance from the Bay area: El Dorado and Stanislaus.

You did not mention when you plan go. But there may be some lower elevation spots where you can camp and shoot until the snow melts and things open up after winter.
Give them a call. They may be able to guide you.
There used to be a couple of places on BLM land near Sonora/Jamestown. Unsure if it's still available. The BLM office will likely know.

There is a thread on here if you search. A cal gunner has private land that he rents out for camping shooting etc. Duck Killer is his name I believe.
