Lot of rifles fit the bill. Both lever and bolt rifles. I'd favor a Marlin over Winchester for ease of mounting a scope. Scout rifle like the gunsite scout would be pretty good also. Depends on a lot of other criteria. If handguns are your flavor, I'd think about a 357 or 44 revolver.

Most places, yes, but not all 50 states.
There might stlll be some counties in NY that won't let you put more than 7 rounds into a magazine.
