Good for you, doing some investigation!Really need some help here?
I need information on proper way to transfer a pistol from me, in Texas, to my brother, who is in law enforcement in the Sacramento area. I would also like recommendations on which Sacramento area FFL or shop to use. I called several gun shops in the Sacramento area and got confusing information.
One said because he was a family member, there was just a California DOJ form I could fill out and skip the FFL, but that doesn’t sound right to me because I thought all interstate transfers had to go through a FFL. Besides I looked at the DOJ form and it appears to be only for family transfers from one Californian to another Californian.
I also heard some weird information about purchasing ammo – like CDL and address of registered gun was required and had to match for ammunition that would fit that gun.
Would someone please supply me with the straight skinny on all of this? I don’t want to get anyone in trouble. Also what is the word on me shipping ammo to him directly? As is, he prefers to make the drive to Nevada to get ammunition (when he can find it). What about purchases of reloading equipment in California.
We don’t have all this craziness in Texas yet. No firearms registration and as long as I am 21 or over I can buy all the ammunition I want from many locations. If my Texas CHL/LTC Concealed Handgun/License to Carry is still valid, I can leave a gun shop with a new firearm in about 20 minutes with no NICS background check – just the standard BATF form filled out.

You're correct, can't use the form (OPLAW) because interstate does need the FFL, per Federal law, the form is only for parent/child or grandparent/grandchild (in this context) and brother does not count, and as you already found out, the form is only for CA residents.
So, what you need is an FFL who understands interstate transfer, and I expect someone in Sacramento will be along in a bit with a recommendation; your brother should call and find out what that FFL's requirements for shipping and documentation might be.
Since brother is LEO, one presumes he is exempt from the Roster of Handguns, so your selection is not limited. He also would be exempt from the large-capacity-magazine law.
Reloading equipment and components are not limited by law; finding the stuff may be a challenge.
If he already has a gun he bought in CA, he should be able to buy anything he likes after the $1 background check; there is no restriction on what calibers one might buy (though an early version of that law did impose 'buy only ammo for guns known to the state', but that did not pass). I have done some too, but only rifles. They went through well and to be clear I do agree they are a great shop. I just know my coworkers experience didnt go well and remembered there were a couple handgun transfer threads here too a couple years ago.Comment

Nope, no semi-auto rifle that some might want to call an "assault" rifle. It is a Glock pistol that I won at a match and already have one of that model.Comment
