Denied the purchase of a scope mount

Check this out . I ordered a slotted scope mount
EGW Winchester 70 Scope Mount Standard, 0 MOA - 42100 x 1
From D'VOR the other day and I got an email today that said they could not ship a restricted item to my address . I replied it's a scope mount for crying out loud and was given a different email address to inquire with . I sent the email and have yet to hear anything back .
Is this going to be the new norm ? Scope mounts then rings next cleaning rods anybody have this kind of denial of purchase before ? Still kind of hard to believe .

Side note in that same order I bought a different style slotted mount and that one is on its way . Same length same number of slots .I was just wondering if anyone had any insight why this happened since the seller did not have any rhyme or reason why it came up a restricted item .

Amazon has similar issues for example way back when still in California they wouldn't ship a Bugasalt. Had to order direct from the company so it wasn't a prop 65 thing it was a stupid thing.
