    Purchasing a Used Gun Online

Hey there. I had a question regarding the purchasing of firearms online as a Californian. I wanted to purchase a USED rifle online. Could the owner, a private individual of said USED rifle from out of state, ship the firearm to my local FFL? I figure it is ultimately up to FFLs if they accept shipments from private individuals, but I am more concerned regarding the legality of it. The rifle of course would be compliant be it Featureless or Fixed Mag. Is this legal, or would the private individual have to ship it through their local FFL?

    TL;DR

Is it legal for a private person out of state to ship a rifle to my FFL.

Any and all information it greatly appreciated.

It takes a lot of balls to play golf the way I do.

Yes it's legal, 2a zone will accept private shipments with the inclusion of a state driver's license copy from the seller

I haven't asked my local FFL yet but, should they not be willing to accept from a private individual, would it be possible to get it shipped out to 2A Zone and then have you guys ship it to my local FFL? Of course I'd pay any and all fees.

Typical incoming from out-of-state transfer costs range from $75 to $100. And they will charge you tax on the used-price purchase, if documented.

Due to that, if it's neither rare, unique, custom, hard-to-get, or a family heir-loom - let's say a modern production gun - those extra costs may defeat any savings on buying it from out of state. Finding one at a dealer or buying local by way of PPT may be a better option.

If some level of government had that information, what would they do with it? How would having that info benefit public safety? How would it benefit law enforcement?

Sure. But you are going to pay transfer and shipping twice, but if this particular rifle is worth it that's fine

A private person can even ship a rifle through the US Post Office (about $35). Talk to several local FFLs to see if they accept from private party. Have seller include a copy of their drivers license and your contact info so he can call you when it arrives.
On a $500 gun you'll spend $150-200 on shipping, fees & taxes over a PPT.

The rifle in particular is an Izhmash/Arsenal SGL 31-68 in 5.45x39. It's definitely rare. To my understanding, SGL rifles are not banned by name. In the banned by name list of firearms of Penal Code 12276, the SLG is listed, which to my knowledge isn't a real type of firearm. At least not from Izhmash/Arsenal.

Most FFLs I have asked swear this is illegal. They are wrong, but I will give them the benefit of the doubt and assume it's a mistake made out of good faith because they just don't know. So it may take a bit to find a local FFL that will deal with it. In the Bay Area I usually use UG Imports, who is very easy to deal with.

So a private party doesn't have to register with CA DOJ and get a letter declaring that they intend to ship a firearm in to California? That seems to always be the problem when I buy from Gunbroker.

Also note, it doesn't matter if it is USED or NEW. That has nothing to do with anything regardless of the type of firearm.
