      Talking to a guy at the range, he said he did the paperwork for a silencer. I asked him in what other state he has his home. He said he did the federal paperwork for here in CA... I think he messed up.

            If you did have one, the restrictions you'd have to live by are a joke. To include registering the cars you will ever transport it in. Registering the locations it will ever be stored. Subjecting yourself to the whim of DOJs possible annual audits.

                  I believe C&R SBR can be approved.

                  Not worth it in this state to me

                            ^ or a liar. Or he lived in a state where he lawfully owned a silencer on a Form 4, moved to CA, and submitted a 5320.20 to notify the ATF of his new address, essentially volunteering for charges.

                              I doubt that you'll find any private person who has successfully obtained such a permit. The reason is that the permit requires "Good Cause" as defined in the permit statute. That "Good Cause" is limited to: 1) Use as a movie prop. 2) For sale to qualified government agencies. Having a CCW in three states and not being a danger doesn't satisfy either of these conditions.

                              A federally defined C&R SBR, with a federally issued tax stamp, is exempt from being a California "Generally Prohibited Weapon." Please see Penal Code sections 16590 and 17705. But Penal Code section 33210 also makes a SBR a specifically prohibited weapon. I'm not aware of any case law or agency ruling that resolves the apparent conflict between sections 16590 and 33210. I'll invite anyone with greater knowledge on the point to comment.

                              Please see Penal Code section 33300(a) for the permit process. Isn't this the area of your legal practice?
