My friend's family member pass away and they have this Universal 30 carbine want to sell to me. Is this gun require a private transfer from dealer?

I'm bought guns both from dealer and PPT in California, what should I do in this situation ?

Please advice what to do or find more information and which section should I post this type of question. Thank you for your input in advance.
