Yes; PPTs are still exempt (meaning transfer between two CA residents appearing in person at the same FFL). Consignment items as well, which are handled like PPTs sales.
However, do note that the 1-per-30 nonsense now ALSO and combined, applies to handguns and/or semi-automatic center-fire rifles, and there is no exemption whether they are C&R or not.
There are ways around the above, but I'm only addressing your question here.-----------------------------------------------
