i want to buy an sks and the guy has a tapco ten rounder...looks a lot like a twenty rounder.i found that a restrictor has been installed, is it at all possible for that to be a 20 round mag again?(not in cali of course)

The Tapco 10/20 that I have has a small cross bar that holds the mag in and makes it fixed. The floor plate is covered with a metal cap to prevent easily returning the mag to full capacity. You would be better off just getting regular detachable mag rebuild kits and keeping them disassembled until going out of state where they could be legally used.God, grant me the serenity
