My COE time line incase anyone's interested.

I applied for my first ever COE on 5-26, got my live scan done in the afternoon, and submitted application for the COE that evening.

5-27
Got email saying my app was incomplete since I did not upload a C&R license.
emailed back same day stating I don't have one yet, and I would upload it once it was received.


6-12, I emailed them back and asked if I had to have the C&R, and that I didn't see a requirement for it. Also asked if I had to upload my drivers license.


6-16
I logged in and saw my COE was now processing and not flagged as Incomplete any more. ( I never did provide a C&R )

Got email stating that app is incomplete again and as of July 1, it is a requirement to upload a drivers license. I felt like emailing them back and saying, well its not July 1! but I uploaded my CDL that evening.

COE Issued.
less than 1 month total. never had to upload a C&R, good thing because I'm still waiting for it, it was mailed off on 5-26 as well.

I had the same problem. I found I had to go back to my original application, open it and then you can upload it there. It took me days to figure this out, because I was going to do it just incase they later wanted it, which they did.

I think I had to click where it said COE Number, then under it it said none, Maybe I clicked it and it opened up the App again. But either way, find your app, scroll down to upload documents.

By the way, I did try 3 different browsers, no change. it was when I figured out to go back to the app, it let me do it. But maybe as REDHORSE says below, that may be your problem.

Did you scan the DL or took cell phone picture? I'm on the same boat. I think I'll upload DL before they send me that stupid email again about being incomplete.

I took a pic with my Tablet, then uploaded it as a Jpeg? Might as well, their going to ask you for it.

I can't log in now. Website is garbage. I have my credentials written down, can't be mistaken. Ridiculous.

I had browser issues. It didn't like Firefox, used a different browser.

On my computer, the CFARS website won't work in Microsoft Edge so I use Firefox and it works fine...

Just got my C&R on Saturday, so less than one month for both.

A few tips for dealing with CFARS online. Before getting started, clear all your cookies in your browser and turn off any popup or other blockers for the DOJ domain.
